Namespace scheduling

Namespace priorities express queue order across the shared projects. Lower numbers start first; any explicit priority precedes an unspecified priority.

Delivery includes required-check prerequisites, main verification, releases and actual deployments. Background includes optional benchmarks, advisory reports and maintenance. A scheduled verification is still delivery. Priorities do not reserve capacity or preempt running jobs; there is no new concurrency cap.

For effect-utils, required product checks, cache contract proofs, live integrations, compiled-product publication and required Storybook play tests use 1 on both platforms. Optional Storybook…
